The importance of identifying and incorporating social and behaviour changes into programme planning, partnerships, communication, and capacity-strengthening is a cornerstone that will lead to outcome synergies and positive change within a social system. UNICEF Gulf Area Office (UNICEF GAO) supports the Kingdom of Saudi Arabia, the United Arab Emirates, Kuwait and Bahrain to advance children’s rights under the framework of a sub-regional programme ending in 2023. This programme emphasizes four priority areas: advancing early childhood development, strengthening child protection systems, improving the collection and quality of data, and strengthening partnerships with a view to amplifying results for children. Investing in social and behavioural appropriate context-responsive interventions would support the positive change of the social and behaviour practices, information and knowledge across the four priorities. How can you make a difference? The Social and Behavioural Change Communication Consultant will provide technical and operational support for developing a systematic, planned and evidence-based strategy and process for social and behavioural change as an integral part of programme development, planning and implementation. Also, he/she will assist in planning, creating content and coordinating the implementation of mass communication campaigns to push the UNICEF priority work areas in the Gulf into the public domain with objectives to influence behaviours and contribute to programme results. The strategic and effective development and implementation of social and behavioral change and communication initiatives and products directly impact the ability of UNICEF to promote social changes in behaviours, social attitudes, beliefs, harmful social norms and actions by communities, individuals and society on children’s rights, survival and wellbeing. This, in turn, contributes to enhancing the ability of UNICEF to fulfil its mission to achieve sustainable, locally-owned and concrete results in improving the survival, development and wellbeing of children in the country. Summary of key functions/accountabilities: Strategy design and development of social and behavioural change and communication plan of action in close coordination with national, regional and global partners Design and implement social and behavioural change and communication activities Technical and operational support Advocacy, networking and partnership building Innovation, knowledge management and capacity building Contribute to external communications. Tasks/Milestone: Strategy design and development of social and behavioural change and communication plan of action: Participate in the cooperation programme planning and contribute to discussions on the underlying and contextual issues (e.g. policies, ECD, Child protection, inequality, cultural/social behaviour etc.). Also, ensure the successful and sustainable delivery of programme results and provide technical recommendations on approaches, strategies and plans of action for social and behavioral change and communication. Development of social and behavioural change and communication (SBCC) activities: Collaborate with, advise and consult national partners to design SBCC activities, including formulation, production and testing materials to organise communication campaigns, events and other activities to ensure engagement and participation of key audiences and maximum outreach and impact on behavioural and social change. Coordinate implementation among partners and in close collaboration with the UNICEF communications team. Monitor progress, advice adjustments and evaluate final results. Technical and operational support: Participate in strategic discussions to collaborate on policy and agenda setting for social and behavioral change and communication including advocacy. Advocacy, networking and partnership building: Identify, build and maintain partnerships through networking and proactive collaboration with strategic partners. Also, reinforce cooperation and pursue opportunities for SBCC advocacy to promote UNICEF mission and goals for child rights, social equity and inclusiveness. Innovation, knowledge management and capacity building: Organise/implement capacity building initiatives to enhance the competencies of stakeholders/partners (government and non-government) in SBCC planning, implementation and evaluation in support of the programme areas Contribute inputs for external communications: Maintain close coordination with the communications team to ensure timely and effective input to media and social/digital platforms on SBCC activities Including through stories, social media content and others. Proven expertise in planning and managing media buying strategies Relevant experience in a UN system agency or organisation is considered an asset Experience working in a high-income country or the gulf is considered an asset.
